Sectoral policies cause incoherence in forest management and ecosystem service provisioning

چکیده
Various national policies guide forest use, but often with competing policy objectives leading to divergent management paradigms. Incoherent may negatively impact the sustainable provision of ecosystem services (FES), and multifunctionality. There is uncertainty among policymakers about impacts on real world. We translated documents Finland into scenarios including quantitative demands for FES, representing: strategy (NFS), biodiversity (BDS), bioeconomy (BES). simulated a Finland-wide systematic sample stands alternative regimes climate change. Finally, we used multi-objective optimization identify combination matching best each scenario analysed their long-term effects FES. The NFS proved be most multifunctional, targeting highest number while BES had lowest FES targets. However, was strongly oriented towards value chain wood bioenergy dominating economic growth target, which caused strong within-policy conflicts hindered reaching BDS were instead more consistent showed either sustainability gaps in terms providing timber resources (BDS) or no improvements All resulted programs dominated by continuous cover forestry, set-aside areas, intensive zones, proportions depending focus. Our results highlight first time sectoral requirements outcomes provide leverage points increase coherence future improve implementation multiple uses forests.

Quantifying ecosystem service trade‐offs for plantation forest management to benefit provisioning and regulating services
There is increasing interest worldwide regarding managing plantation forests in a manner that maintains or improves timber production, enhances ecosystem services, and promotes long-term sustainability of forest resources. We selected the Gan River Basin, the largest catchment of Poyang Lake and a region with a typical plantation distribution in South China, as the study region. We evaluated an...
متن کاملResource allocation policies for service provisioning systems
This thesis is concerned with maximising the efficiency of hosting of service provisioning systems consisting of clusters or networks of servers. The tools employed are those of probabilistic modelling, optimization and simulation. First, a system where the servers in a cluster may be switched dynamically and preemptively from one kind of work to another is examined. The demand consists of two ...
متن کاملModeling the forest transition: forest scarcity and ecosystem service hypotheses.
An historical generalization about forest cover change in which rapid deforestation gives way over time to forest restoration is called "the forest transition." Prior research on the forest transition leaves three important questions unanswered: (1) How does forest loss influence an individual landowner's incentives to reforest? (2) How does the forest recovery rate affect the likelihood of for...
متن کاملIntegrated TMN Service Provisioning and Management Environment
The world wide competition and deregulation in the Telco industry has intensified the need to build a service management system, where the Telco service offering environment, service creation environment, service provisioning environment, service management environment, and service implementation (based on the network) environment are all integrated in a single architecture. This paper addresse...
متن کاملForest Operations for Ecosystem Management
The evolution of mod& forest resource management is focusing on ecologically-sensitive forest operations. This shift in management strategies is producing a new set of functional requirements for forest operations. Systems to implement ecosystem management prescriptionsmay need to be economically viable over a wider range of piece sizes, for example. Increasing demands for more efficient fiber ...
